Linda was born and raised in Baltimore City. She attended the Baltimore City Public Schools and Towson University, earning a Bachelor of Science and Master of Education in Early Childhood Education. She also received a certification in Supervision and Administration. For 38 years, Linda worked for the Baltimore City Public School system where she served as an early childhood teacher, a senior teacher, a curriculum specialist, an assistant principal, a principal and the director of elementary school improvement and area academic officer and the Chief Academic Officer. She has also been an adjunct instructor at Baltimore City Community College, Coppin State University, Towson University and Johns Hopkins University. From 2007-2010 Linda worked for the Delaware-Maryland Synod as the event planner and volunteer coordinator.
Linda has been active in the ELCA, serving on the Board of Trustees for the Augsburg-Fortress Publishing House and the Delaware-Maryland Synod Coordinating Committee for Lutheran Campus Ministry. She has worked many years with the Women of the ELCA, serving on the Delaware-Maryland Synodical Board and as vice president. From 1996-1999, Linda served on the Churchwide Board for Women of the ELCA and from 1999-2001 she was the churchwide president for Women of the ELCA. Currently she serves on the Board of Directors for The Theological Seminary at Gettysburg. Linda is a member of The Lutheran Church of the Holy Comforter in Baltimore, where she has served on the Church Council and the Chancel Choir.
Linda is married to Kevin Chinnia, Sr., a manager with the Montgomery County Department of Health and Human Services. They have three sons.
